Its possible that your HDD was damaged.

When you say it 'booted to bios', is that the No Boot Device screen? Can you post a picture of it?

so should i send it back to the manufacturer or should i just do it myself because this thing is like sealed or there is a hidden screw

You can change the HDD without voiding your warranty or anything, but  it won't be as easy as taking apart a desktop. Maybe look up some tutorials for disassembling it on youtube.

should i just get a refund and get better parts for my desktop? i could get 2 980 ti's and if i sold my cpu i could get a 6790k so i could have a beast and plus i got a shitty little laptop

Well, what do you use your PC for? What are its current specs?

Also i was wanting to ask what is a good application to overclock a gpu and a good thing for watercooling a 980 ti

Well, what are your current specs? You might not benefit much from upgrading.

MSI Afterburner is a great overclocking tool (made by MSI, obviously)

i have a i5 a 390 1 1tb ssd and a 3 tb harddrive and i have a platinum plus corsair power supply

An i5 is pretty much the best CPU for gaming (depending on which one specifically you have), so an i7 won't give you any improvement.

However a 980 ti is a great upgrade to a 390. For water cooling, the EVGA one is fine (much easier than doing you yourself).

i was thinking of getting a new hard drive since i have had that for like 4 years and it is dying and i am going to get one 750 pci ssd with the os and most of my games on and saving some money for the rampage extreme

The PCI SSD's are REALLY expensive, and games won't see any performance increase.

An SATA SSD is fine.

yeah but my i5 is been with me for like 3 years or whenever the haswell came out and i am going to get a 128 pci

There hasn't been much significant improvement in CPUs in the last couple years, even Ivy Bridge still holds up quite well. If it's just gaming, stick with your i5 for now and re-invest in a better GPU (if you really need that). That SSD is nice though, so hey, if you can afford it, why not?
