Windows User accounts - Steam

Is there a way of having 2 steams open simultaniously without using a VM. I am currently using Aster which opens 2 different users. I have installed steam to a local user on both accounts but when I open steam on one user (simulated computer) it closes on the other anyone know how to fix this?
