You're probably going to have some trouble using an i3, but if you have your GPU do the encoding, it should work.

Contrary to what most people think, you really don't WANT to use high settings while streaming. Although your computer and internet may be perfectly capable of handling it, what you have to keep in mind is that is only half the equation. Most people don't consider the fact that the quality of the stream (for the viewers) is solely dependent on THEIR internet speeds. Until you make Twitch partner, you can't even stream over 720p anyway. So, honestly, I usually use 480p at roughly 1500kbps. DO NOT EVER GO OVER 2000 KBPS until you hit partner. (The reason I say until you hit partner is because then your viewers can change the quality themselves)

 

Depending on what type of games you're playing, your i3 should be fine, especially if you keep your settings low. If you plan on playing AAA titles....you're gonna have a bad time. If you play on playing console games/emulated games, you should be okay.

Okay I have a few more questions if that's alright.

 Do I have to change the 'Custom' from 1920x1080 (16:9) 
- or is this just your default monitor settings? 

What exactly is resolution downscale? is this the resolution displayed on your Livestream?

Will changing my FPS from 30>60 FPS potentially make my stream lag / bottleneck my CPU?

- Do you mean for settings in-game (shader detail etc) or is this only for broadcast settings)

Okay, leave your base resolution as it is. The resolution downscale is what you want to lower, as that is the resolution being sent to Twitch. Trust me, even on 480p, it will look just fine, considering most people watch Twitch on mobile devices anyway. 

 

Changing your fps from 30-60 will double the amount of work your computer has to do. Don't do it until you can afford a better CPU. It won't improve your stream quality by any noticeable amount, especially not on an i3.

 

As far as the high settings, I'm referring to your broadcast settings. Your actual game quality settings (shaders, etc), crank dem bitches up all you want! Make that shit look good. :) That's all on your GPU, for the most part, so it won't have any effect on your CPU.

Thanks for your reply, although I don't think it was 100% fixed my problem. Still getting a lot of dropped frames, any other ideas :(?

Well, it would help if I could see your settings. Also, you could try making sure you kill off any unneeded background processes. Your CPU may just be bottlenecking it right now.

I don't see anything else I could really point out to speed things up, but I can point you to a guy that might be able to help. twitch.tv/videogameroulette He isn't on right now, but if you ever see him on (he streams pretty much daily), he could probably help optimize things a little better.

 

The only other thing I can suggest is that you try to find a better cpu...
