Overclocking an Amd Athlon Dual Core 4850E

I personally do not favor AMD, but I'm doing a $100 budget overclocked nightmare PC built for fun, found a dell computer with an AMD Athlon Dual Core 4850E at 2.5GHz. I read on some forums that it could reach 3.1GHz, but wasn't specified which type of cooling system was being used. I will be using a Corsair H100.

My question here is how high could I push this CPU with a Corsair H100 and still be considered safe, thanks!!

Why would you overclock an Athlon to just over 3.0 gigahertz? Also, all CPUs overclock slightly differently, there's no clear answer as to how far it can be overclocked.

True, I just read on another forum site that it could be up to 3.1, I know you could do more, just curious what a good number is from 2.5 to whatever with a corsair h100 on it.
