is this too hot?

31-33C is really low...You should start worrying when it gets to 80C. My 2500K idles hotter than that.

30 Degress is very good,60 is expected when you play games  or so,and if it's over 80degress it's pretty hot

You're fine, maybe a little on the cool side.  You don't want your PC to be below room temperature or water droplets can form on your components.  Check out Linus' video  on it here:

no its 33c after like an hour of watching youtube. i saw that that was like 90F and idk that just seemed hot to me for somewhat idle

That's a great temp for your CPU to be running at.

They're CPUs, they can handle a lot more heat than you think. 80C is considered too hot. 33C is really good in the world of CPUs.

Unless it's 80*C it's perfectly normal

Watching YouTube shouldn't tax your processor much, unless you have a very old computer. Since it's not working hard, it will not produce much heat. A few degrees over room temperature should be what to expect.

 

If you are checking your temperature in the BIOS, keep in mind that your computer either just booted or just rebooted. Its CPU wasn't doing anything a moment ago, and now it's set to (light) work. It's not uncommon to see the temperatures rise a few degrees in the BIOS window. If you wait a while, it should stabilise.

 

What temperatures are good or bad for your computer depends on the CPU in question. Some CPUs will be okay up to 100 degrees Celsius, some up until 80, some only up until 60. You'll need to look up the specifications of your specific CPU to find out what the thermal limitations of that particular processor are. It differs between manufacturers, it differs between CPU series, it even differs between different processors within the same series.

 

If your CPU temperature is showing as below room temperature there's either something amiss with the sensor, or the software you're using to track the temperatures isn't interpreting the data correctly. Unless you are using some exceptional cooling (phase shift, NO2) your CPU can not physically be colder than room temperature. Air or water cooling cannot make your CPU cooler than the air around it.
