OS mirgation software

Hi, so a friend has just got a new SSD he wants to put his OS on it, but that is on his HDD, so he plans on using a data migration software. Which one is best? Have you used one? Was it any good?

Never used any software, I would vote to just reinstall fresh on SSD not like it would take it that long to reinstall the OS

Also wants to first make sure the data on the HDD isn't bigger than the SSD.
