Checked dealextreme? My roomate buys all his computer stuff from "cheap china brands" on ebay and stuff, and they all work pretty good, he says the mouse, keyboard and headphones are the best he's ever had. Basically no fuss and always works

Cheap, waterproof, changing colors and what not. You can't control the color of each key, but you can change between lots of options. 

 

The enter key is weird, takes some getting used to . But I cannot complain about this one. 

EDIT: Here's my newegg review

Pros:

Lots of color options, solid, moving, blinking, multicolor and brightness control. 
It has FN controlled media keys on the F1-F12 keys
Commonly used gaming keys are under lined.
Windows lock
Braided cable if you're into that
Dedicated system function keys
Waterproof! With drain holes, just run it under water!

Cons:

Not a lot of color control. No programming
Brightness dial can't be turned off, so it's always blue led.
Enter key is weird, takes a while to get used to
Dedicated control keys are really dark and high up, I literally forgot about them until I was looking over it do this review.

Other Thoughts:

I use this keyboard as daily driver and I gotta say, I don't see much reason to upgrade when I mainly use my controller to game anyway. For serious PC gaming, you're going to need to get something else, this thing is mushy feeling. It really has all the features of a good gaming keyboard but it's fatal flaw is the membrane key switches just can't compare to gaming keyboard's mechanical switch. But if you're casual keyboard user, and want the cheapest one that has lights, look no further!

 

One con I didn't add is that the lighting profile gets reset when the keyboard looses power.

If you are looking for the "just has to work" option you can buy or maybe even get some free used stuff from bureau buisnesses. I know someone working at Bosch and he says that when the give back their leased computers they get to keep the keyboards an stuff so the end up throwing away about 10-20 keyboards a year (ok, not sure about the "throw away" part). The have to get rid of them somehow. The cheapest option would be to firm you might know or go somewhere like the free geek store that Linus showed in one of his vids. Plenty of options to get good, maybe even mechanical keyboards dirt cheap or Even free if you don't bother used. 

EDIT: I just looked it up. You can get a used cherry mechanic keyboard for 9€ plus shipping on eBay!
