Suddenlink trouble

So I live in WV and there are a lot of railroads that service companies do not like. I have awful internet through Frontier Communications and they are the worst service provider in history. I get a ping as high as 546 and dl speeds of around .3 to 1.3. I want to get suddenlink but they say they are not around my area, but the house across the road has their service. When I brought this up, they said that they wouldnt run cables under railroad tracks. I have a cuIvert under the tracks that the wires can run through to connect to my house. SOOO my question is, do any of you have any plans or ideas that I can use to convince Suddenlink to come to my house and give me internet. Im sorry if this is in the wrong subforum, but I believe this is technically troubleshooting, just with internet service and companies in general. Any help would be greatly appreciation.
