Does iOS 4 on iPhone require activation?

If you use anything above iTunes 9 than yes. Also, the downgrade process will be a pain because the OS would need to be authenticated by Apple servers. Best thing to do is to install iTunes 9, assuming you could find it and do a custom restore to the specific ISPW you want. iTunes 9 doesn't call home and authenticate, so it should be simple to downgrade.
