I'm planing on building a new PC to replace my current POS which is a core 2 quad with a 650 ti boost and I have planned so far on a core i5 6500 and don't know what gpu to get for around 200-250. Any suggestions are welcome

current ideas are the msi r9 380 4gb or the msi 960 4gb

any real preference between them, from what I've seen the r9 380 is q bit better but has some drawbacks to the 960, such as PhysX and some bugs due to game development being on NVIDIA cards mainly

Get a 4GB R9 380...it's the best you can do for 200USD unless you check for used card or something...but brand new this one is a pretty good deal in the states right now..it even come with a backplate :P ...and: yes, as much as i love nvidia cards, the 960 is inferior to this GPU...and the core i5-6500 will power the radeon card nicely and it will perform well:

any preference of sapphire over msi for that matter?

no, both are good...go with the one you think looks best or is cheaper...or offer a backplate etc.
