You should be able to. Even if it is locked you usually can hotplug it or suspend and attach it to clear the lock. Although that is for a secure erase lock but it may be the same thing that is preventing you from formatting it. If you have a boot time disk image tool that can support the hotplugging of the drive then you may be able to clear the lock there as well.

 

I don't think the windows installer can do this automatic detection after it is started which is why you need another OS to do it in likely. A USB boot key should work as well such as GParted. You may also try using the windows recovery environment (click on the repair my PC and get to the command prompt) and attempt to use diskpart there to clear flags and run clean all on the target drive (this will fully erase the drive by writing zeros).

 

Unless the drive is bricked it should be possible to unlock and format it.
