Skyrim not working! PLZ HELP

Hi, so i need some help. My Skyrim is not booting up correctly. I recently did a CLEAN INSTALL of windows, so all my files are gone. So i reinstalled my games. But Skyrim is having a problem, EVERYTIME i launch it, go to main menu, then click on Continue or Load, it will have the little loading screen then go to desktop. I've already done a Cache check, and reinstalled. Everything on my PC is up to date. This has happened before, I remember i did something where I deleted the .INI files or something familiar to that. NOTE: I have NO MODS on it, the only thing i have is the DLC

If you had mods before you did the reinstall, you'll have to reinstall those mods before you can play that save game.
