You need to be on the server to setup the DRAC initially, you press CTRL + R (from memory) when the server prompts you during startup.

 

You won't need a network cable to set it up, you will need one to use it though.

There are 2 main ways that I know of, using the Lifecycle controller which you will see during boot, or installing the RACADM tools from Dell.

This should apply to most modern Dell servers.
