ooooooh, you ment the nvidia reference cooler in general. well in that case

This type of silver/aluminum cooler first appeared on GTX 690 and has ever since been on all nVidia reference boards except for the super low end like 750 and stuff

 

Your best bet would be a used GTX 770

but I suggest you do a research on whether or not have they done any changes to it to increase the cooling capacity of that thing

it's the cheapset one that is still in production. the gtx970 has a plastic shroud. or you can buy a second hand gtx770 for $100

The cheapest reference GPU with that cooler would be the GTX 770

considering it's the slowest and the oldest of them then yes, a used 770 should be the cheapest but I don't know any actual market value of them
