Why not just buy the reference card itself?

You can't buy the coolers on their own. At least, not new. 

Your options are basically: Buy a reference card (GTX 970 and up) and paint the cooler. Or find someone selling a cooler for the Titan X and put it on a 980Ti (you'd need to check compatibility with other cards).

No, you don't have to buy a Titan X. Reference cards from Nvidia come with this cooler. 970 and above would look more or less the same. The 960 looks kinda weird to me.

It'll be hard to know if you'll be able to put the cooler on a different card unless you have knowledge on how to do this. This is what the cooler looks like on the backside , the white spots are heatpads designed for the vram chips and other elements on the pcb (the black things around the processor in this picture). If you misplace them, or not cover all the required elements (the layout of which can change between cards and generations) , you might end up with a card lacking some vram or even just a dead card.

On Nvidia's store the reference 970 is $379. If you want $200, it has to be either second hand, or maybe the 700 series, where the GTX 770 and above also use this cooler.

To reformulate better i want the side that i can see on my Case windows to look nice,like titan x has a GEFORCE GTX Green text that shines,or WINDFORCE,and maybe even more
