motherboard Motherboard Problem

I bought my Sapphire R9 280x Toxic Edition and plugged it on my board.. At some point in a few hours of using my rig, I restarted my computer and when I powered back on, i noticed that my keyboard and mouse didn't light up (Cause my keyboard and mouse have backlight on it), and then an error occured saying that there is a problem on my sata port (i forgot what it says but i know the problem is, it didn't detect my sata ports.) I kept restarting my system and at somepoint, the usb and sata port powered back again and my system restores. Someone told me that it is a power surge protection from my motherboard but i don't know if its true. I need some help on whats causing this problem and how am i gonna fix it.
