I'm planning to build a skylake rig, and I really dont have a budget for high-end lga1151 motherboard so I saw some motherboard MSI Z170A PCMATE and on the specifications for the ram says supports DDR4-2133mhz. Is this mean that I cannot use the G-Skills Ripjaws V DDR4 2400mhz? or it can be use but it will only use 2133mhz of speed or what guys? kinda confused here.

3200(OC)/ 3000(OC)/ 2800(OC)/ 2600(OC)/ 2400/ 2133 MHz

Copy-paste from MSi website. So it should support that memory.

Generally speaking, no, if it's not specified as supported, you can't use it. But luckily for you, the 2400 MHz frequency is supported. So you can use that RAM that you wanted.
