Infinite Loading Screen on Windows 10

My friend has been using his PC fine until he ran into this issue. It boots fine with the Windows logo and the loading bubble.  It just shows the loading bubble with a green background (before the login screen) and he's waited 20 mins. He says he changed the accent color of Windows and restarted and got the issue. Any help?
