what do you have in mind? You need pretty weak hardware to get what you want to happen.

well it would depend heavily on the CPU and GPU you pick. a GPU puts out some serious heat, that would be a lot for a passive system if its something like a high end GPU (Fury, 980 ti, 390,ect)

CPU: the zalman FX-70 works good for CPUs up to 65 watt TDP
GPU: the accerocool S3 is huge and won't fit is some cases but should be able to deal with around 100 watts

PSU: seasonic makes some good passive PSUs from 450 watts to 550 watts. with yor low power draw, the 450 watt unit is fine and will run cool.

Case: you need a case with a lot of ventilation holes. Especiall on the bottom and on the top.

 

If you need more performance, DIY is the way to go. By build log is already linked above.
