I wanted to buy CS:GO and I found it on Kinguin for £4.47 

I wanted to know if I bought it from Kinguin would I be able to add friends and unlock steam features as you need a purchase of $5 USD and the UK equivalent is £3.52 and in the steam store it is £11

You would need to add $5 USD to your wallet, if you purchased it from Kinguin. What I would do, is purchase it from Kinguin, and use the $5 on keys

Never thought of that. I think I will do that as there a few games on sale right now.
