I don't know how to ask this, so I will just put down everything I know. So I am part of a competition where you have many teams. In the competition there is something called "scouting", where you go and analyze what that team did and jot down notes. So i need a software like google docs, where anyone with the link (not just the creator) will be able to see all the teams names, and what info has already been inputted for them. I will input the team names in the beginning, and whenever one of my team members comes across a team, they can check the "form" to see if the team had been "scouted yet". If not they will click on that team's form and input the data. Also the form needs to be able to run on a mobile device (ios and android), and one of the fields needs to be able to upload pictures from the phone (either gallery or live from the camera). I am not sure if there is a way to allow everyone to see what entries have been submitted already in Google Docs, but i do know that Google Docs dosen't allow you to submit pictures. 

This is not a must, but it would be nice if it had interactive buttons. Like every time a team scores a goal, than the user can just hit a button to increase the goal count etc.

Can't you just set it so everyone with an account is marked as an creator?

Oops i'm a idiot, i meant to say google sheets not google docs. And yes, but I't wont let me upload pictures, extremely critical. And interactive buttons as stated would be a nice touch :D/
