Count your lucky stars. VGA is long since past it's use. It's one of the original monitor connectors form the late eighties. This current generation of processors is finally the first one since then that doesn't support it. In about ten or so years we should finally be rid of it completely. Good riddance! 

Just use the DVI or whatever HDMI you might have there. Everything's compatible with everything else, except VGA and a few other that were specially made compatible with VGA.

These two wires appear to being different types of connection cables as one is a VGA cable based connection and the other one (with the white coloring on the connector piece) is DVI (Digital Visual Interface) cable based connection. Both of these types of wires are designed to carry along signals from a output to an input source. You might or might not need both of them although it would depend on your configuration of hardware along with what setup you are planning to run the hardware off of (dual monitors, single monitor, etc). I noticed that you stated that the blue one can not be installed and that is most likely due to the connector type being unsupported with that specific monitor.
