Controlling multiple programs at once.

Don't ask me to explain why, but I want to play multiple emulated games at once. 
So is it possible to basically have all windows highlighted so my keyboard or controller input to all windows?

I'd say no. At least you'd need help from the program developers. They'd have to implement the use of hooks to grab the inputs. At least, that's the only way I know how you can interface with a non-focused or background program in windows.
