If you throw in a discrete (low end, low power, etc) GPU inside, install some Linux distro and maybe change the HDD/PSU, it could be enough.

Come one dude, it has 1GB of RAM. That is like below the minimum for Internet explorer lol

You can run a Linux distro and browse the web almost (due to the CPU inside this computer) flawlessly.

Hence the Linux recommendation. It certainly won't perform well, but it might be decent enough depending on OPs specific needs. (although I wouldn't spend money on a dGPU to handle video output).

The low end GPU would be for HD video streaming decoding, because a GeForce 6100 chipset wouldn't do the job IMHO.

I understand what it would be for, but I wouldn't spend that kind of money (even $30~) on that system.

Your pcpartpicker link is fine, you don't need the thermal paste for this build tho, it is pre-applied on the included CPU cooler.
The CPU has integraded graphics and will be fine for most things you planned this build for.
I would get a new cheap case and/or a decent PSU also, unless you have that already, in the near future.

i have some cases from old computers i got to take apart and the psu i have will work for now, (i puled it from an old upgraded xp tower). so i think i will go with it thanks. The reson i have the paste is because i need it for annother build xD
