Windows Applications flashing Not Responding!

When I am doing some things with windows 10 64bit i have this issue where the application would flash with not responding or sometimes even close (in the middle of a cs go match)! This strange occurrence also happens when I am resizing a window, the cursor would in a way unclick itself and stop allowing me to resize. 

 

I have this GIF of what I am talking about, i can capture more if you would like me to!
