what are the rest of your specs? a 650 would be able to run GTA V, but for about $90 you could get a 750ti on amazon or even for $10-$15 more you could get a 560 ti or a 650 ti

but if you are satisfied with playing gta V at low settings it should be ok. the gtx 650 is a low power draw card so you probably wont have to upgrade your psu, just make sure if you are buying a used card or even a card from an not well known manufacturer(china brand) the card might not last long and u will end up buying another one when you could have got a better one at $100 that has a warranty and will play other games at higher settings. sorry for the long reply but i like to be more informative with my replies if possible because i was in the same situation before and got burned by ebay sellers many times because i was trying to budget.

Mobo: No clue but a high end one

Ram: Crucial 4x4 Ram

PSU: Actually a Rm650

it all comes down to what you think, $50 for now or another $100+ more in a few months when GTA VI comes out? LOL, JK, at least you have a PSU that is a good start if ever you decide to build another system. im not really a gamer but have bought a gts 450, a 660ti, 750ti and a 4gb 960, in the span of 2 years, like i said it comes down to what type of gaming and details you want for the price you are willng to pay. but to answer your question  i would personally go for a 750 ti  for a $100 so i  wouldn't buy that 650. :)

If i do run this game im not having it at high settings cause this guys gameplay is really studdery

well if you do decide to get the card, i hope it works well for what you are buying it for, Happy Gaming! and btw my son took the 660ti(i5 @3.2 ghz, 8 gb ram) and my other son took my 750ti(a8-6600, 8gb ram) to play GTA V and they can play on high settings with no problems,
