Just get the cheapest thing you can that's from a well-known brand. Most people put too much thought into their power supply when it's not necessary; all power supplies sold in the EU are safe for use up to their rated current. Your computer will never pull 650 watts so it's ok.

650W is kinda alot for a GTX 780. You wouldn't run into any problems if you just ran with a simple 500W PSU.

 

Best bet would be to grab a 520W Antec HCG - reliable, semi-modular and relatively cheap:
