Okay so my PC originaly came with a Intel Pentium G2030. I have replaced pretty much everything since then except the mother board. 

 

How is it possible that I get 60Fps on games like COD Black Ops 2 on high settings with that CPU, just how, is it normal!, what's happening!, Is it Witch Craft?

Black Ops 2 isn't exactly a CPU mauler, much less a 3+ core mauler.

Haven't had performance problems with any games except Cities Skylines, is the CPU as bad as I thought or is it reasonable?

What games do you play? Cities Skylines is really notorious for hammering CPUs hard.

In games like black ops 2 no. But, once you jump to games like the witcher 3 and GTA 5 expect a bloodbath.

I play things like Skyrim, Fallout New Vegas, and LOL

Okay so I need a better CPU when moving onto current gen games, I have always played last generation games as they are a lot cheaper.

CoD doesn't feed on CPU, you will feel the other way around with GTAV or The Witcher 3

I get about 20 - 30 fps on Cities: Skylines
