1900 EUR gaming computer

A friend of .ine wants to build a very powerful gaming computer ~1900 eur and he is open to suggestions. Some things to keep in mind:

He is an amd gpu fanboy, so a fury x or fury would be nice for him.          He also wants a high wattage psu in case he crossfires in the future. He also wants a 1 TB SSD and if possible a corsair 750D (airflow edition if possible). And he also likes overclocking, so watercooling would be nice. Does he need monitor, peripherals or Windows? 1TB SSD is overkill and money that can be better used elsewhere
