AMD graphics power saving problem

After updating my drivers, I saw a new feature called, "Switchable Graphics Application Monitor"

When I clicked on it, and clicked on Start Monitoring, this came up:

 

 

 

Everything was on Power Saving. So, I plugged in my laptop, put it at High performance, and set the "Switchable Global Graphics Settings" to Maximum Performance.

 

Then I went into the "Switchable Graphics Application Settings", and set Just Cause 2 to High Performance...

 

 

Then, I did the monitoring thing again, and it still said Just Cause 2 was on power saving....

I upgraded the ram to 8gigs if that would help...

Any suggestions on how to fix this?

Do you see an actual performance change in games?

When changing the "Switchable Graphics Application Settings" for Just cause 2 from power saving to High performance, I see no difference. Even with Fraps, there is no fps difference
