The little boi has my IP, and its regularly. VPN won't stop it since it's from only one person

That doesn't answer my question, I would have already ordered a new modem if I just wanted a new Ip address.

 

I'm looking for a dynamic IP, not a static one. Which ATT is refusing to set me up with one claiming I already have a dynamic IP.

If they assign a static IP like you are saying then there's no way for you to change that unless you work for them. If you have a dynamic IP like they are saying then unplug your modem for a few hours/days and when you plug it back in you should get a new IP address.
