so here is the short story:

We live in the countryside, pretty far from the closest city(even that city is pretty small)

so our internet speed is not ideal, we have basic package(TV+phone+net), and the line should be 15Mb/s

but because we live there, it's actually only 8Mb/s, and in reality 90% of the time it's 4-6Mb/s (and upload 0,6Mb/s)

 

so, is there any possible way to increase the speed? I can't pay for faster speed, because optical connection is not yet supported here

It's a dsl connection so if you could get 2 of the dsl connections you could bond them together. Other than that there is not that much to do about it.

It really depends on which SpeedTest server you're connecting to. Try connecting to the closest and not the one selected by SpeedTest.Net based on ping. If it's still not changing then try other devices, browsers, updating flash, etc.

 

Other than that, I don't know what to say.

Seems like it. That or the ISP is terrible.

same on all servers

i contacted them, and they said our line is opened only at 8Mb/s, although in the contract it says up to 15Mb's

i guess the location is causing that, or is it?

For DSL: Selecting a good DSL modem is also helping:

 

My connection is not the best and with the cheap DSL modem that the provider gave me, I got around 38 MBit/s (VDSL), but with a different DSL modem I get a better connection speed (like 45 MBit/s). And also: with my new different DSL modem, my connection is more stable ( I use DrayTek Vigor 130 Router in DSL-mode; router-functionality turned off).

If your ISP supports it, you could look into bonding multiple lines. If you can get a connection from a town and arrange to have something like Ubiquiti's Beaming dishes set up to beam the line to your property, you could get a better connection. 

Other than that, it would likely involve spending a lot of money on getting a dedicated line run to your property in order to get better speeds.
