Check your playback devices selection. Maybe there are more than one output device and you might be changing the volume to one that isn't even being used so nothing changes when you alter the volume. 

 

Right click on the volume notification and select playback devices and then make sure it is all going to the one being listed in the volume mixer. If there is a dropdown in the volume mixer try the other selections maybe.

Sorry don't have skype or a camera/mic on my machine at the moment. Which version of windows do you have and did you check your playback devices to make sure your only using one.
