a friend wants a new PC, he has a budget of 1000$ without peripherals, its gonna be for gaming mainly. Also he wants it watercooled, the budget is pretty flexible.

Ideally, a good air cooler will surpass a cheap AIO liquid cooler. Here's my take but I'd really advise your friend to get a good air cooler over the one here:

Don't watercool in a $1000 budget. It is just not worth it and you will have to cheap out on a lot of the other components. Even if you expend up to $1500 it is still not reccomended. Look at a good air cooler such as the 212 evo from cooler master or the nhd14/nhd15s if prom Noctua if you are willing to pay a bit more. Even if you go for an overclockable cpu these though be awesome coolers but a closed loop water cooler should be considered at this point.
