Well, my speed should be 8Mbps but my task manager is showing only results in the receiving part of networking in Kbps. I am really confused because on a speed test it said my download speed is 8Mbps. My receiving part on networking was never that slow. Thanks so much in advance!

Task Manager shows current download speeds, not your max. You might be just pulling data slowly from someplace like a timeserver or something. If your regular download speeds are still 8mbps down everything's fine.

Two questions. So even if it's 8Kbps-120Kbps on the receiving end for networking, it shouldn't affect my ping in games? Also I am sure that I am not pulling data, but if I am how would I check?

If your connection is active (shows in Task Manager) you are communicating with something, either locally or through the Internet.

 

Your ping shouldn't be affected - it's separate from your download speeds.
