Capture Device around $100

Looking for a device much like the Elgato HD60 Pro that can Encode video and stream using OBS Or record at a high bitrate without bogging down the CPU or GPU. 

 

I also need 60FPS and I only have 1 computer or else I would use my current elgato on a 2nd PC.

The only other one that I know of is the Avermedia Live Gamer HD Lite, which i believe encodes x.H264 and i know it works with obs and takes up a pci-e slot. However i'm not sure if it is 60 or 30 fps though.
