Yes, actually you can, it might have to be with the Ubuntu 14.04 distro, but check out an application for ubuntu called 'Wubi installer'.

Hello LTT forums, I wanted to know if there was a linux version i could install with an executable through windows that would proceed to get rid of windows XP. If it matters the specs are p4 @ 2.6ghz oc to 2.9ghz, and 9600 pro by ati.

I like to kill hardware. In 2016 alone I have killed 20 Xeon 5160, and 10+ Pentium 4.

i dont think this exists, but if you have a flash drive, any operating system can be used to do this

You're going to need to get a USB flash drive with the OS, and format to change OS, unless you want to set up a Virtual Machine. (I don't think this is what you're looking to do).

Okay, I have lots of flash drives. Is there a guide on how to do this?

Here's a guide I just googled to create a flash drive. From there just boot off that flash drive and it should be self explanatory.

All you have to do is plug the USB in and at the BIOS start up, hit F2 (in my case, to access boot devices) may be different based on your motherboard.
