Depends on specifically what cards you are comparing....some mid range sli settups can beat a single high end GPU (ex: 2x970s vs 980ti); however, sli can be buggy sometimes, and you only use the RAM from one card, and possibly more power draw....so...even in the cases you can beat a high end card, there are still pluses and minuses. :D

Generally, 1 more powerful card over 2+ less powerful cards. Some games dont scale well with SLI and can produce bugs like stuttering and other frame rate inconsistencies.

If you already have a mid range card and want a graphical upgrade, an additional card may be the best financial option, but as for a from scratch GPU solution, get the single more powerful card.

I'd say it depends on the needs. I always go two but I don't buy midrange. Every game I play scales. Back to one card right now and it blows playing like that. 

If you can afford it go high end which would mean the flagships.
