All parts of the cooler should be mounted in their respective locations.

Yes, you might not have proper contact with the chip. Remove it, reapply the thermal compound and reinstall the cooler. Align the legs over the mounting holes and press down on each leg in a crosswise pattern.

 

If it still wont mount, check to see if the legs or mounting holes are defective.
