windows changes cpu bus speed

this issue popped out of the blue after cleaning my case fans.

I am running windows 8.1 no overclock software is installed besides than Afterburner, CPU is 3570K, supposed to be running at 4.25ghz with bus speed set at 101.2(x42) or something mhz but windows changes that between 97-99mhz.

I disabled all cpu power features to see if it was related, its not as the issue persist after disabling them even though I am still suspecting intel management interface or something

I also cleaned CMOS and reset everything once again, nothing.

Isn´t BUS clock supposed to be static and multiplier dynamic? How did you clean the fans?

nope, pull em out clean the blades put them back in? I dont see any reason why that would cause this issue.

if it was the case I would see static bus speed in windows as well read my original post again.

Well... if the report is correct and it fluctuates while booted on OS while all power management, speed step and features like that are disabled... I think it could be unstable power delivery to timer.

it actually turned out to be Hyper-V causing this issue, not sure how the hell it does that but disabling hyper-v fixed it.

I had this issue on my 3770k and gigabyte Z77x- d3h mobo....

 

Don't suppose your mobo is a Gigabyte board too?

 

I didn't find a fix for this, other than disabling hyper-v, which i never used anyway.
