What exact issue are you getting? The utilization limit only states on or off, true or false. Basically, it says that yes, the GPU is being utilized.

This is my problem, read this thread 

 

SOmething is holding the Graphics card from working more, my core clock is lower, It should be at 1499Mhz (that I have while Playing Diablo 3, and the Utilization Limit is at 0), and in ESO, right now I have this 73cd23ef5e0ac6137e5b4d300d90a2f7.png (Utilization Limit 1)

What's your temperature? Also, your CPU is a 2400 which might be holding the card back in some games. What games are you playing primarily when this occurs?

For now just in ESO, let me try GTA V

Temps never past 64°C

Can the cpu be bottlenecking the GPU?

That's a pretty CPU bound game, so yeah, could be. GTA 5 is pretty CPU heavy too.

MSI Afterburner should have that information in the graph somewhere I think. You can also set it to display in-game.

But the last I checked, the settings I have in GTA were for me to get beetween 50-70 FPS

Btw i Used 2 resolutions, first I was using 1080p then downscaled 2k
