I have a GTX 970 Strix, and I'm having a problem for some time, tried to solve it 2 times, couldt and just gave up... Now trying for one last time. My core clock isnt stable while Playing games... It should boost to 1499Mhz, but in some games it doesnt go there, even without v sync or some fps limit. Like per example, playing diablo i had this graph in msi afterburner 8d8c5764affce85e9f634be2ebade0ee.png

In ESO it goes to 1300 or something... And now I've been messing with some stuff like registry and NVCP and the core clock stays always at 1113Mhz, doesnt go down! Please I beg for help

Each game stresses different parts of the gpu (which in turns makes each game different in the power draw). If a specific game isn't that demanding, it'll be able to boost to the 1500mhz, but in more demanding games, it won't boost as high because the available tdp isn't there. You can try raising the power limit to give it more room to boost.

i think that is not this case... I jsut noticed this when I installed windows 10... In windows 7 I think this didnt happen

Yeah that all looks normal.  Keep an eye on it though - next time you see the core clock dip, I want to see the utilization charts (also you didn't actually show any of them) ;)

Utilization limit, Power limit, voltage limit, etc.  They will be either 1 or 0, and it shows if (what) is active.  ie, if you have vsync on for example, utilization limit will be at 1, meaning the card is holding back since it doesn't have to work as hard as it could.

BEfore I started playing I removed all the stuff I did yesterday in the REgistry and in the Nvidia Control Panel, And restarted, Went to the BIOS I for some reason remembered to change the BIOS profile from Performance to Normal to see if it makes a difference, and the stats in MSI are normal now, at least for now. Can the performance profile do anything? My mobo is P8h61 M LE

I've never seen the graphics like this in a long time, really really long time, always had strange downclockings throughout.

It means the card isn't working as hard as it possibly can.  Say for example vsync is turned on, it will show a utilization limit since it's hold back, only doing what it needs to.  You appear to be hitting a voltage limit though so I think that's pretty normal.

While Playing ESO the Utilization LImit is at 1, but V sync is off. What can possibly be limiting the Clock SPeed? It was at 1113 Mhz in ESO

I suppose a CPU bottleneck might cause it... I assume it wasn't hitting any other limits while this was happening?  That seems unlikely but it's all I can think of right now, unless the game it self has some sort of limit.

So I changed ESO energiy mode from Max performance to Adapt, and It worked, went to 1499 and Utilization Limit to 0. But When I changed from Fullscreen to Windowed (Borderless) mode again the Utilization LImit changed to 1

Windowed mode brings in a bunch of other variables - I wouldn't worry too much about what happens then; just focus on fullscreen.

 

But it sounds like the performance profiles are causing problems so I would leave it in whatever mode works.

Hm... again, this seems odd even to me, and I'm the one suggesting it :P but it looks like it maybe doesn't want to clock higher because it thinks it doesn't have enough voltage?  That's all I can conclude from the simultaneous voltage limit + lower than max clock speed.
