Weird Fan Speeds, Help!

Hey guys, I recently bought a new Gigabyte H97-D3H motherboard for my pc, since my old one died. When the computer boots into bios with the fans on quiet mode. It says my CPU Fan is running at 3500RPM, Is that even possible, it most likely is because it is making a lot of noise, but in windows, with gigabyte system information viewer installed and the fans on performance mode, the fans finally shut up!! Help, is my motherboard defective or is there a big conspiracy around it!??B|

it likely doesn't have a fanprofile set and just drives 100%
