If you only want to surf the web and do some light gaming maybe look into getting an Intel Pentium g3258 Anniversary edition processor as it is highly overclockable and would give you a good upgrade path.

$332.18 at the time of me posting this. Haswell i5 4460 system would be a solid little bang for buck build. I left out the optical drive and OS because you didn't specify if you'll need either. Leaves you some headroom to change a few things like different case or power supply, too. Plus you won't really have to worry about any bottlenecks in gaming. Just plug a good video card in and you should be set. Hope this helps!
