A monitor, a cheap keyboard and mouse and not Windows

Around this price point, it's best if he were to shopped used for the best performance. With this sort of budget and requiring a monitor and peripherals, he'd barely make it out with an APU build

Thats what I was thinking a bit.

He plays Minecraft + Assasins Creed (Rarely)

EDIT: He also emulates Android for Pixel Gun, but anything should emulate android, right?

Linus and Luke did their first scrapyard wars with a $300 budget. They found beast graphics cards, old but still usable CPU's, motherboards etc. And had less than 2 days to do it.

If you live in Vancouver then tell your friend to go check out Free Geek for maybe a cheap case and a PSU, maybe even he could get a deal on and older I3. Send them an email asking about possible items in your price range.
