I'd say the soundcard is pointless.

a $10 soundcard won't produce sound any better than the onboard soundcard.

other than that everything else seems fine.

For that Budget id drop the soundcard and grab something like an FX 4300 and 70$ AMD mobo and then try and get a graphics card like a 7850, it'd be a lot more band for your buck.

Agreed with this AMD budget build with the exceptions of the video card and processor.

I would suggest a NZXT Source 210.

I would get Windows 7/8 on a USB and install from there.
