Well if your looking to run a build thats vr ready, a 980 would be the recommended minimum, which by itself is around 500$, so thares more than half your budget. Vr is a bit away, so your best bet is to build a great build for that same 900$, and then in 3-4 years when vr is really a thing, upgrade to a much better gpu

I have been seeing that a GTX 970 could run an Oculus Rift though, the system just needs to be $1000. Not including the headset.

The issue with that is that, sure its the minimum now, but there arent many games out, especially intensive ones
