Since your card is passively cooled, I think it has a greater effect on it than cards with fans. Plus your card went up 20 degrees for no apparent reason, all I can say that is there is something up with the cooling.

It's 48 Celsius idle with radiator exhausting air. It made a 2 degree difference.

So that really didn't help much. Could I have screwed up my graphics card in the process of moving it from one case to another?

Nah, doesn't even work like that because the air gets warm around the card and even active fan cards without airflow in case are using its own air

Cards with fans can push some of the air out off the case, thats why blower cards do better in low airflow applications than normal fan cards. The lack of airflow around the passive card allows hot air to accumulate and heat up the card even further.

I think that may be the case, unless there is an error in reporting the temperatures which I doubt. I'm pretty sure your 960 will be fine since it isn't passively cooled, it may be a few degrees hotter  but since it is a relatively cool running card it most likely wont overheat.
