I noticed that the gpu usage doesn't go beyond 50% and the frame rates go down in the main city. Can anyone help me?

that cpu is a dualcore, that will bottleneck with lots of AI packages

That doesnt matter, your cpu is bottlenecking hard, get a quadcore and you will be better off

Double check while in the cities, what you're wanting to see is it actually hit %100 or %98-99. Also check for me if it is using all your threads.
