I don't really have the money to build a whole new system.

And yea I have 650$. But I'm not sure what to do with it..  ( get a expensive GPU and no cpu upgrade or a less expensive you and maybe a couple upgrade)

If he/she builds a new system, it would cost a lot more money.

As for your PC OP, ask yourself what your bottleneck is. What games do you play? What games do you want an improvement in?

Actually ask yourself if you even need to upgrade in the first place. Saves you unnecessarily wasting money

As for the 390, I have it. It is a great GPU! If you want one in that price range, definitely go for the 390. But ask yourself if it is even necessary.

I really want to be able to Play gta v and black ops 3 on higher settings.  Currently I'm playing Black ops 3 on 1280x720 to get 120+ fps.

I already thought about getting a new mobo + I7 4790k and save up another 100 for a gtx 970
